The CNC's three-stage solution for regulating social networks in Central Africa
For Joseph CHEBONGKENG KALABUBSU, President of Cameroon's Conseil National de la Communication (CNC), it is possible to regulate social networks in the Central African sub-region with a common three-stage solution:
- First, adopt guidelines or regulations based on a common code of ethics founded on the principle that what is prescribed offline must also be prescribed online;
- Then, submit them to the States Parties for their approval,
- Finally, to make them a legislative provision.
"Only such a comprehensive strategy, based on harmonized legislation, can be effective in forcing digital platforms to cooperate with governments," he says.
