To master this phenomenon, which is amplified by unprecedented population growth, the AU has decided to draw up a New Urban Agenda in accordance with the international agreement, including its Agenda 2063. To this end, the AU has put in place a Specialized Technical Committee bringing together African Ministers in charge of Decentralization, Urban Development and Local Communities.
